Job Description
Boulder County Housing Department is seeking to hire two (2) Housing Specialist - Voucher Team. The Housing Specialist plays a key role in supporting Boulder County Housing Authority’s mission by administering Housing Choice Voucher (Section 8) programs and ensuring clients have access to safe, affordable housing. This role manages a caseload of up to 250–275 households and involves working closely with clients, landlords, and community partners to provide accurate program information, maintain compliance, and deliver high-quality service.

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm, with the potential for a flexible work schedule. Occasional after-hours work for resident meetings, outreach events, emergencies, or to meet project deadlines required. This position will work out of 516 Coffman St., Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is non-exempt (eligible for overtime).
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $57,852.00 - $70,650.00 Annually
Tentative Hiring Timeline:
• Phone Screening: Week of March 2nd
• First Round Interviews: Week of March 9th
• Language Proficiency Test: Week of March 16th
• Reference Check: Week of March 16th
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

• Provide program information and guidance to applicants, participants, landlords, other agencies, and the public
• Administer intake and eligibility processes, including reviewing applications, conducting interviews, collecting documentation, and auditing files
• Manage and maintain housing waiting lists
• Coordinate or perform Housing Quality Standards (HQS) inspections according to HUD regulations
• Conduct interim and annual recertifications and maintain accurate client records
• Respond promptly to client and landlord questions, resolve housing-related issues, and coordinate with case management staff
• Collaborate with internal teams and community partners to ensure coordinated, wrap-around services
• Calculate and authorize rental assistance payments and handle repayment agreements as needed
• Manage special purpose vouchers as assigned (e.g., portability, VASH, FUP, Mainstream, RAD/PBV)
• Participate in hearings and prepare supporting documentation
• Performs related work, as required
• May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of:
• A high school diploma or equivalent
AND
• 2 years of relevant housing or program eligibility experience
Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS:
• Bilingual in English and Spanish
• Additional compensation will be provided based on the use of bilingual skills.
• Relevant certifications (e.g., Low Income Housing Tax credits, HUD Voucher Program, Fair Housing, LIHTC)
• Relevant work experience in case management, customer service, administration, compliance, or finance
KNOWLEDGE, SKILLS, & ABILITIES:
• Strong organizational and data management skills to manage high caseloads
• Ability to communicate effectively with clients, landlords, and colleagues
• Analytical and mathematical skills to calculate rent portions, verify income, and manage financial compliance
• Ability to interpret and apply rules, regulations, and policies accurately
• Proficiency in Microsoft Office, database systems, or other digital tools for data entry and reporting
• Conflict resolution and problem-solving skills to handle challenging situations effectively
• Ability to maintain confidentiality and exercise sound judgment
• Adaptable, proactive, and able to work both independently and collaboratively
• Cultural competency and empathy in working with diverse, low-income populations
PHYSICAL REQUIREMENTS:
• Primarily sedentary physical work requiring occasional lifting (up to 20 pounds), carrying, walking, bending over, and standing
• Frequent hand/eye coordination and finger dexterity to operate personal computer and office equipment
• Vision for reading, recording and interpreting information
• Speech communication and hearing to maintain communication with employees and customers
• Frequently uses standard office equipment including personal computers, scanners, calculators, printers, shredders, telephones, fax and copy machines
